Alberta Rural Renewal Stream
The Rural Renewal Stream welcomes people to rural Alberta through a community-driven initiative that meets local economic development objectives and contributes to community improvement. The Rural Renewal Stream assists rural towns in attracting and retaining foreign people to live, work, and settle in their communities.
To be eligible for the Rural Renewal (RR) stream, you must have a job offer from a business in a designated rural location in Alberta.
Candidates who receive a nomination under the RR stream may apply to the federal government of Canada for Permanent Residence.

Requirement
You must have a valid Endorsement of Candidate letter supplied by the Economic Development Organization (EDO) of your designated rural community in Alberta at the time your application is filed and when the AAIP reviews your application. The recommendation must be based on EDO-defined criteria. You must also meet the conditions for the AAIP Rural Renewal Stream.
Endorsement of Candidate letter
All candidates must get an endorsement letter from their allocated community. The letter must be sent by the local EDO of the community and must include the following information:
- The EDO assisting with the application’s name and address.
- Your full name and postal address.
- The following are the specifics of the genuine. employment offer:
Company name, contact information, and location of employment position and job description period of employment, and working conditions. - A detailed explanation of how taking the position you’ve been offered contributes to the economic growth of the chosen community, your employer’s attempts to fill the position within Canada, and the repercussions of doing so.
- The name, title, and contact information of the individual issuing the Endorsement of Candidate letter should be included.
Job offer requirements
At the time your application is submitted and the AAIP analyzes your application, you must have a real full-time job offer or employment contract from an Alberta company to work in a qualifying occupation in your chosen community.
Your Alberta employer must have been incorporated or registered by or under an act of the legislature of a province, territory, or the Parliament of Canada, and it must be operating as a business in Alberta with a manufacturing capability, plant, or place of business.
Both you and your Alberta employer must sign your job offer or employment contract, which must include the following.
- Continuous, paid employment in your chosen community
- Full-time employment is defined as working a minimum of 30 hours a week.
- 12 months of employment or more
- Wages and benefits that are equal to or more than the lowest beginning wage for your occupation in Alberta, as determined by the Alis website.
- If your firm achieved a favorable Labour Market Impact Assessment (LMIA) for your occupation, your salary and benefits must meet or exceed the conditions outlined in your LMIA.
- Meal and lodging deductions that fulfill Employment Standards are permissible if your job offer is for NOC 41302 – Religious leaders or NOC 42204 – Religious workers. Employee authority for deductions must be documented.
Community Requirements
- Identifying and working with community employers who have permanent (minimum of 12 months, full-time, non-seasonal) jobs that need to be filled.
- Connecting with settlement providing organizations to identify and plan for some of the community’s settlement needs
- Developing additional criteria (optional) to recruit foreign nationals
- This could include narrowing down the occupations that the community is interested in recruiting,
- Responding to foreign national queries when the community is actively recruiting, and engaging with employers on selecting and endorsing the foreign national.
- Designing and implementing a plan for welcoming and settling foreign national(s) into the community
